Victoria Shoemaker
Brooks
Victoria Shoemaker is a strategic and mission-driven leader with over a decade of experience in public policy, civic engagement, and organizational leadership across municipal government, federal offices, and the nonprofit sector. She currently serves as the Director of External Affairs at Brooks, where she drives partnerships, stakeholder engagement, and strategic initiatives that advance the organization’s mission and community impact.
Prior to Brooks, Victoria served as the Director of External Affairs for the City of San Antonio under Mayor Ron Nirenberg, overseeing high-profile projects including the Alamo Redevelopment Plan and the Airport Strategic Development Plan. She was a key liaison to local, state, and national organizations, managed legislative advocacy for Texas Big City Mayors, and represented the City in national leadership initiatives such as the National League of Cities’ Good Jobs, Great Cities Academy and Aspen Institute City Action Lab.
Victoria also held leadership roles at the San Antonio Hispanic Chamber of Commerce, where she directed education and leadership programs, including the CORE4 STEM Program, and managed the launch of the SAHCC VOICES podcast. Earlier in her career, she worked in the U.S. House of Representatives, coordinating grants and projects, managing internships, and providing constituent services.
A graduate of Tufts University with a Bachelor of Arts in Political Science, Victoria is recognized for her expertise in strategic communications, stakeholder relations, policy development, and community engagement. She is an alumna of the 2024 Harvard Young American Leaders Program and Leadership San Antonio Class 47, reflecting her commitment to leadership development and civic impact.
