Dr. Melinda Ann Salinas

Harlandale ISD

Melinda Salinas is an experienced education and human resources executive with a distinguished career in public education leadership. She currently serves as Executive Director of Human Resources for Harlandale Independent School District in San Antonio, a role she has held since 2019. In this position, she leads district-wide human capital strategy, focusing on HR transformation, performance metrics, staff development, and organizational effectiveness in support of student success.

Prior to joining Harlandale ISD, Melinda served as Assistant Superintendent of Curriculum and Instruction at Poteet ISD, where she provided strategic leadership for instructional programs, educator development, and district improvement initiatives. Her background also includes service as a School Board Member for Judson ISD, where she contributed to governance, policy development, and oversight at the district level.

Melinda holds a Doctorate in Educational Leadership and a Master’s Degree in Educational Leadership from The University of Texas at San Antonio, as well as a Bachelor’s Degree in Applied Learning and Development with a focus in Mathematics from The University of Texas at Austin. Her career reflects a strong commitment to leadership, coaching, and building systems that support educators, staff, and students.

With expertise spanning human resources management, instructional leadership, and governance, Melinda is recognized for her ability to lead complex organizations, drive transformational change, and strengthen public education through strategic people-centered leadership.
