Director of Legislative Affairs
Hillary Lilly is a dedicated public servant with a focus on local, state, and federal legislative affairs. As the Legislative Director for the San Antonio Independent School District, Hillary oversees the development and implementation of the district’s legislative agendas and initiatives, trustee and local elections, and local policy issues. Hillary joined the San Antonio ISD in January 2021, previously serving as the Government Affairs Specialist at the San Antonio River Authority, where she started her career in 2013.
Hillary holds a Bachelors degree in Cellular Biology from the University of Mary-Hardin Baylor and a Masters of Public Administration from the University of Texas San Antonio. In addition to the South Texas Business Partnership, Hillary also sits on the Alamo Public Telecommunications Council (KLRN) board, and the North Chamber Leadership Lab Alumni Board. She and her husband Andrew enjoy spending time along the San Antonio River with their dog Ollie and participating in as many Fiesta events as possible.
